Is 22 cal air rifle barrel the same diameter as 22 lr rimfire? I.e. could I just chamfer one and use it with 22 lr cartridges in place of a regular 22 lr barrel?

If some is good and more is better - then too much is just right.

in a word, NO, the rim rifle barrel has a larger bore than the air rifle barrel, will cause excessive pressure, also the air rifle barrel is mild un hardened steel, pull the trigger with a rim fire load and it could go boom....twist rates are different also, it's big no no...
